Envisioning a New Regional Healthcare Campus
The St. Luke’s and St. Elizabeth Campuses were built 60 and 100 years ago respectively. At that time, healthcare was quite different than it is today or will be in the future.
In order to realize the Mohawk Valley Health System’s (MVHS) vision of achieving excellence in healthcare for our communities, MVHS are consolidating existing resources, eliminating redundancies, expanding the depth and breadth of services, improving access and elevating the quality of healthcare services in the region. A new, integrated health campus will help this vision become a reality.
Next Steps - Relocation Assistance, Remediation Relief for Affected Property Owners
Officials from the Mohawk Valley Health System (MVHS), Oneida County, City of Utica, The Community Foundation of Herkimer & Oneida Counties and Mohawk Valley EDGE have announced next steps to support property owners within the footprint of the new regional healthcare campus in downtown Utica.
“This offer of relocation assistance and alleviation of the burden of remediating environmental issues are two very positive steps in supporting the property owners in the footprint of the new regional healthcare campus in downtown Utica,” said Oneida County Executive Anthony J. Picente Jr. “I also believe that the creation of a full-time project coordinator funded by The Community Foundation will be a major benefit in facilitating the process moving forward.”

Q: I just read the referenced press release posted online. I am inquiring because I am wondering if the Mohawk Valley Health System has the authority to acquire properties with the use of Eminent Domain or if the Agency is planning to partner with a Governing Agency to proceed with the process?
A: MVHS is negotiating with property owners in an effort to obtain the properties without use of eminent domain. As a result, it is premature at this time to discuss the eminent domain process or who that partner may be. If the use of eminent domain becomes necessary, then that process would probably not be commenced until the fall of 2018.
Q: I also wanted to ask if any of the applications submitted for the new hospital are available for review?
A: The Mohawk Valley Health System submitted a Certificate of Need (CON) to the New York State Department of Health (NYSDOH) for the new hospital in early November. CON information is on the NYSDOH website www.health.ny.gov.

Doctors, Nurses and Executives Visit New Healthcare Centers
Owensboro, Kentucky; New Orleans, Louisiana; Elmhurst, Illinois, and closer to home, Middletown, New York, are all locations where teams of medical staff, nurses, support staff and executives from the Mohawk Valley Health System (MVHS) have traveled to see firsthand how new hospitals are changing the patient experience. The information and ideas gained during these trips will be used as the design process progresses for the new state-of-the-art hospital planned for downtown Utica. The new hospital would be the third new hospital in New York State in more than 20 years.
Project Vision Statement
To create an advanced healthcare campus for MVHS through design that promotes the health of patients, optimizes the work environment for caregivers, and serves as a catalyst for the revitalization of downtown Utica.
- Preserve the street grid as much as possible
- Consider how the height of the building fits in with the Utica skyline
- Incorporate green space
- Promote connectivity with the surrounding neighborhoods
- Allow for aesthetic views (healing, artistic, attractive, etc.)
- Incorporate features that accommodate four-season weather conditions
- Contribute to vibrancy of the city with features that are favorable to surrounding late-night activity
- Ensure a traffic plan that takes into consideration both hospital needs and the surrounding business and residential needs
- Incorporate features that promote transportation alternatives to cars (walking, biking, etc.)
- Include a parking plan that considers both hospital needs and the surrounding business and residential needs
- Consider the historic nature of buildings around the new hospital and how to blend them into the new cityscape
- Consider both the old and the new aspects of Utica, including nearby landmark sites of Utica (Stanley, Union Station, etc.)
- Seek to preserve some buildings for other medical and business uses (adaptive reuse)
- Be supportive of development surrounding the campus
- Promote first-level business/retail space and upper-level housing space
- Consider other urban redevelopment plans underway
- Integrate/enhance/help promote these other initiatives
